Can photos be recovered if automatically deleted from icould by Apple?

Hi. I have a client who changed from an iPhone to a Samsung in December last year. She recently went to download her old photos from iCould and there was absolutely nothing there. Apple support told her that all data is deleted automatically if the iPhone hasn't been backed up for 3 months!
Is this true? It seems absolutely ludicrous and defeating the point of the cloud?
This lady had years of photos of her children in storage, including many of a twin that didn't survive the labour with her sister - these are images she can't ever replace.
Is there any way at all she'd be able to get these photos back?!

Might want to recall Apple back

and explain the situation (how the pictures have meaning). I am unaware of a means to restore what Apple deleted vs what a user deleted.

I hope they are able to offer some help.

I don't think they could do it.We need do it by ourself.Use some third-party tool help you backup all the important data to you personal computer like Samsung Message Backup,offers an easy yet pro way to backup Samsung messages, contacts, call logs, apps, photos, videos, music, books and documents on desktop computer with zero quality losing.
