I don't remember where I found these instructions, but they worked for me:
Download IE6SETUP from Microsoft's Site
Start a command prompt and change to the directory IE6SETUP.EXE was downloaded
Use the command "IE6SETUP.EXE /T:C:\IE6WIZ /C" to extract the IE6 Setup Wizard to C:\IE6WIZ
Change Directory to C:\IE6WIZ
Start the IE6 Setup Wizard with the command "IE6WZD.EXE /DOWNLOAD".
Read and Accept the License Agreement and click "Next".
Select your folder to download installation files to, I used C:\IE6-SETUP.
Note, this directory should not be the same directory you extracted the
IE6 Setup Wizard to in step 3.
Select the types of system you wish to download IE to install for, play it safe and check all the boxes (this means downloading 40MB of data, so you best have a quick connection).
Click "Next" to start the download, if it says the folder does not exist, click "Yes" create it.
Wait a long time for the Setup Wizard to Download all the Files.
Copy IE6SETUP.EXE to the directory you downloaded the setup files to.
Copy the directory with the setup files to a network share or burn them onto a CD.
Run IE6SETUP.EXE from the network share or CD-ROM to install on individual workstations.

Interestingly, if you download and run IE6 setup from Microsoft on a W98 box, you have the option of downloading and saving the setup files for any supported version of Windows in the advanced menu.

If you download from a W2K or XP box, you do not have the option to save the setup files.
