Cannot access forms page on ANY website

I am running Windows 98se with IE 5.5 sp2.
When I try to access the forms page (ie: the form you fill out when you want to join or subscribe to a site) I receive a “Page Cannot Be Found” error.
This has happened consistantly on every site I go to.
I have not changed anything in my IE options or security settings.
I tried disabling Zonealarm but that didn’t do it either.
Any help would be greatly appreciated.
