cannot access network connections

Whenever I try to access the Network and Dial-up connections folder, i get an error that says "You do not have permission to access the Network and Dial-up Connections folder". This occurs when I am using any account, including the Administrator account, on a windows 2000 server domain controller.

Check your Domain Policy on :
Control Panel>Adminsitrative Tools>Active Directory Users and Computers. Right click the domain name then choose Properties. Click Group Policy tab then check each policy listed.

On the Group Policy window, browse User Configuration>Administrative Templates>Network>Network and Dial-up Conections. Disable related prohibiting policy.

i dont have any GPOs that are blocking it. i did a policy refresh, and restarted the server, but that didn't work.

Run Policy Editor (poledit). Add windows.adm on Options>Policy Templates then File>Open registry. Browse to User>windows 95 control panels>Network. It's Ok to use Windows 95 Templates, because the registry structure is similar.

i tried your suggestion. even with the selection unchecked, it still doesn't let me access the folder
