Cannot boot up window

When I improper shut down the computer, it probably lost some files so when I restart again (my assumption), it doesn't move at Window Welcome screen, the bar just moving continuously. It's a Toshiba Satellite, so it comes with a recover disc. I tried to reinstall using that, but it only shows a mouse pointer and blackscreen after it finish loading..... any suggestions?

Windows not booting...

Have you tried the "safe mode" approach, restart your computer, when you see your screen with your "bios" on top of your screen press "F8", this will bring up the "safe mode" section select the "safe mode" text and just follow the on screen instructions, when in "safe mode" goto:
Start > programs > Accessories > system tools > system restore. This will take you back to when your computer was working correctly.
