Cannot Click Textbox within Layer

Has anyone had this problem?

I revamped a huge form into 4 steps.
Each step in a hidden layer with a form within it. Three layers are hideen while editting the current form.

In IE on Windows XP you have to align your cursor at the top on the text box to click in it. Most users assume the textboxes are not clickable at first.

Sample code to demonstrate problem unclickable textbox

Below is some html which demonstrates the problem I'm having. (try it)

The textbox becomes unclickable when I place the .offset (relative positioned) layer within the .abs (absolute positioned) layer. This is a work around because the .offset layer doesn't position relative to the tag unless it's wrapped in the .abs (absolute positioned) style.

I would love to hear you found a solution

because I'm experiencing this very problem. Only the very edge of the textbox turns the cursor to a beam to allow text entry.

Found a solution

The upper layer had overlapped my textboxes, but by changing the height value, I was able to make the textboxes fully selectable.
