Cannot delete file.-Sharing Violation

I logged on as Administrator. I am trying to delete a zip file where I have full control. But I am getting a error “Cannot delete a file. There has been a sharing violation. The source or destination file may be in use.” I reboot the server still I could not delete it.I run chkdsk/F and reboot the server still I could not delete. What is the problem
