cannot delete file

Hi Y’all.
I have virus scanned my pc w/ Norton and it has found 2 adware programs installed which it cannot delete, it asks me to delete it manually.
One of them, hh.htt,i cannot delete manually. I click it and shift+delete, it dissapears only to reapper in the directory list? I even tried deleting it from the command prompt to no avail. Help!
The other adware it has found, tips.ini, i cant find through a directory listing, i even unhid hidden files and i still cant find it. Double help!

How can i delete these files…
