Don't think you really should have to load dos level drivers in W98 to get a CD to be "visible". Have you checked BIOS settings? Go into BIOS and ensure that new drive has been detected here. You will have checked jumper settings on CD and Hard drive don't clash. (master/slave/cable select) If you have 2 IDE channels, stick the cd on it's own channel (secondary), if possible.
If none of this works, you could install DOS level drivers, sometimes this was necessary in W95...
You will need a device driver in the Config.sys and a matching mscdex file in the autexec.bat file. Was there a disk provided for the CD drive by any chance? There will be generic atapi drivers on the web....
If you are able to make out the manufacturer of the CD, you could try their website or DriverGuide or Google. Please remember you will need to have a msxdex line in the autoexec file to be able to "read" this drive.
Check master/slave setting on drive. Ensure IDE cable is seated on both ends.
See if drive is recognized by BIOS. You may need to select either AUTO or CD-ROM for drive type in BIOS. Also slave drives may be disabled and drive is set to Slave.
If drive is recognized by BIOS and not by Windows, check device manager, see if drive is physically detected, and verify settings.
