Cannot Download Windows Updates

I have tried 3 different operating systems and to no avail can not access Windows updates.

No other software is installed on this brand new Pentium 4 1.8gigahertz with an Asus motherboard.

I try to scan for updates and it says there are no updates. This is bogus!

I have swapped every component but the CPU which when it arrives I will do.

I have even tried to use dialup access as compared to DSL and still no updates.

I have loaded hundreds of systems and never have I seen this before.

Any input would be appreciated.
