Cannot FTP to an XP over dial up.

My customer has remote stores that need to FTP data to and from the Home Office server. Stores running Windows 98 using FTP over dial up work fine. Stores running Windows XP using FTP over DSL work fine. Stores running Windows XP over dial up DO NOT. I can FTP TO the office no problem. If I try to FTP (get) back to the XP, it hangs until it fails with error = 5. It will pull a file back if it's under 2k and ascii seems more successful than binary. Server is Win2k, SP 4. XP is SP1. I have tried with my own XP desktop, as well as one of customer's store PCs and get the same results. No anti-virus software installed and firewall is disabled.

This could be related to fragmented packets over the dial-up connections. Is there a firewall between your office server and the Internet? How is the office connected to the Internet? What sort of FTP security are you using? Can you tracert properly to the ftp server?
