cannot get vista to start up

I have a HP Pavilion dv9700 notebook

I started up my computer with a recovery CD in my drive, it asked if i wanted to do a recovery said it would wipe everything off and then reinstall the basics. This is exactly what I had wanted to do. I agreed and started the recovery process. About 1/2 way through it had an error and stopped. Now when I turn my computer on it gives me the HP loading screen and then takes me to a blank screen with a blinking white line in the upper left hand corner.

When I enter the BIOS the main screen tells me the Factory installed OS is Vista
The processor is a AMD Turion(tm) 64 X2 Mobile Technology TL-62
Speed: 2100MHz
Total Memory 4096 MB

I have also run the diagnostics on both my memory and my HD and they both read #10000 – Passed.

I thought something was wrong with my optical drive so I purchased an external USB plug and play DVD-ROM drive. That drive seems to not be loading the recovery CD either.

I hope someone can help as I really need to get this computer functional again. Thanks for any help you can provide.
