Cannot Install programs on Win2K Server

I have a Windows 2000 Server SP3 that when I try to install any program on it, it doesn’t work.
Right now I’m trying to install Norton Anti Virus (enterprise edition), and crystal reports server.
In norton it goes until after copying the files then it hangs. In crystal reports it doesn’t do anything further than the CD Key.
This Server is running as a web server, everything else works fine.
