cannot open windows firewall

I cannot open windows firewall. When i do it says that the service cannot be displayed because the associated services are not running. But when i go into the services and try to start it, it wont let me. It says that it cannot start the service on the local computer, error 5, access denied. I’ve tried everything else suggested, can someone please help me. I also forgot to mention that when i start my computer, a generic host win32 process error shows up. I am able to access my firewall before this shows up, but when i close it, windows firewall access becomes denied. Other processes also stop.
