Cannot ping NetBIOS printer name

I am having an HP LaserJet 5000 printer with JetDirect Network Card installed. My LAN is a part of the local intranet having a DHCP & WINS server running. The printer is set for DHCP. The configuration it is getting is as follows (printed from the configuration menu).

Host Name: NPI599FD2
Printer IP: 10.24.1.47
Mask: 255.255.240.0
Gateway: 10.24.0.64
DHCP Server: 10.254.0.100
Domain Name: Not specified
DNS Server: 196.15.32.126
WINS Server: 196.15.32.158

The problem is no machine can ping the printer with its host name. IP number ping is working fine but IP is subjected to change any time due to DHCP. I don’t have the control of DHCP server machine with me otherwise I can have a pool of IPs fixed for my printers.

Any idea??
