cannot start credential manager service because of insufficient resources

i am having issues with user accounts and i see credential manager service stopped. when i try to start it, it says error 1450: insufficient resources exist. when i tun DISM /Online /Cleanup-Image /CheckHealth, it says No component store corruption detected. The operation completed successfully.
I have played around with PoolUsageMaximum and PagedPoolSize vakues with no solutions. I see ‘LocalserviceNoNetworkFirewall’ consumes high memory 600 MB memory. any help is much appreciated. “Net start VaultSvc” to start the service failed as well. -

What OS?
What changed since it last worked? Can you go back to that moment via System Restore?-

OS is windows 10 64-bit 1809 version. System restore is disabled so cannot go back to last know good configuration. this is a customer box …so it is not recorded when it last worked.

Then ask your customer if he can do an upgrade to 21H1 himself, or wants you to do it.
Just enabling Windows updates might be enough; if not, run setup.exe from the iso to try again. If still no luck, it has to be a clean install.
And suggest your customer to enable System Restore. Much easier and less work.

An upgrade to a higher version is not the same as a clean install.
Also see https://support.microsoft.com/en-us/windows/how-to-refresh-reset-or-restore-your-windows-8-1-pc-51391d9a-eb0a-84a7-69e4-c2c1fbceb8dd if he wants to keep running 1809 (but why?).

The OS is now out of date and problems like this will pop up. Move up and if it fails I’m seeing the only fix to be a clean install. I know folk don’t like that because they have to have backups of data then reinstall apps.
As to pagefile and such, I haven’t had to adjust those in over a decade. When I see issues like this I update the OS and make the OS as stock as possible. That is the usual norton, mcafee and such is removed, then scanned with Malwarebytes for malware.
If the OS has been tinkered with too much, we’re back to a clean install.
In parting, even with calls to Microsoft support we see machines that the installed OS can’t be saved. The cheap exit is a clean install.

You can get out the credit card and get Microsoft support.
I hear this runs about 500 and up dollars per incident.Do you understand why folk clean install now?
Also, just because it’s not EOL doesn’t mean that other companies must support it as in McAfee, Norton and others.
Why must it be this version?
