Can’t access Network & Sharing page

i am running Vista home premium. i cannot open the Network & Sharing page or the Connect To page. also, the network icon in the system tray says “Connection status: Unknown. Server execution failed.” but i can still access the internet. i have looked all over the internet and i can’t figure out how to fix it. any help is appreciated.
