can't access one XP PC

I have 2 XP pro PC's and I can access one of them from the other but when I try to access the other it comes up saying that I do not have "administration rights" for that PC.
THer are no log on passwords for these pc.
any ideas

Creat the accounts with passwords, set up a share / shares. Shutdown the machines, boot 1 pc up waite for it to completly boot... then boot the other. Make sure each pc has a user account for it.

then start --> run --> \\NAME.OF.PC.HERE

that will bring up the shares if you have files shared and are on the same workgroup. let me know if that helps.

Yes this worked but I had to use ipx/spx protocol for them to talk
