Can't Boot In Safe Mode

I have reformatted my hard drive and replaced my video card. And i still get the blue screen of death. When the computer starts it initially says keyboard error then it tells me there was a problem and it gives me the opiton to boot in safe mode, safe mode w/control panel, or restore recent settings. I have tryed all of them and get the same blue screen. I thought i fixed it but appenently not. Any suggestions or answers would be much appreciated. Thank You

Without knowing the BSOD error, or version of Windows you are using...

I say use a 98 Boot Disk with the latest FDISK on it. Boot up and delete the partition. Create a new one. Then reboot off the CD and let it format the drive for you as it prepares to install Windows.

If that does not help, try using the Ultimate Boot CD from http://www.ultimatebootcd.com/ and boot off that and do some things to the drive, like diagnostics or redoing the partition there.

Have you tried a different keyboard?

If the POST is reporting a keyboard error, it really could be right!
