Can’t Change Display settings

I have a Windows 98 SE PC that I cannot change the display settings on. I get the following error message.

“The display control panel is unable to change the display settings. Please check your display hardware in device manager.”

I have verified that I am using the latest video driver available and the proper card is detected by Device Manager. I have verified that I have the proper monitor driver installed and that it is detected properly by Device Manager. Any ideas?
