Cant DCPROMO

Last week, out pdc emulator crashed and we could not get the box back up, even with the help of Dell tech support. The server is a poweredge 2650, running Windows 2000 server. We had to seize the FSMO roles from another server. The pdc emulator has to be rebuilt. I have installed Windows 2000 server, and named the box to a new name. When I try to run dcpromo, I get an error message saying that I need to log in with an account that has sufficient rights to join a new domain controller to my domain. I have tried using the administrator account, and 2 other account which have enterprise administrator and domain administrator rights. I have also, reformatted and re setup 2000 server. I am still having the same problem. Any ideas?
