Can't delete file, although....

If I try to delete any file in a certain folder on my notebook running windows 2000 pro (built 2195, SP1), windows tells me that it is not able to delete the file, because "The source file may be in use". But the file can't be in use because the system is freshly booted and the only program running is the explorer. Even if I boot in safe mode and no process (that I don't know) is running, the file can not be deleted.
The properties of the files and the folder show nothing "unusual" (like read-only).
The file is not a programm or anything special.

Does anyone have an idea how to delelte the file? Maybe there is some kind of "raw-delete" command, a startup mode or a special windows setting which might make the file deleteable...
