Can't format an external hard drive

I removed my 80 gb hard drive from one of my pc's and placed into a drive enclosure. I connected it to my usb port and attempted to repartition and format it. Windows XP will allow me to repartition the drive but when I go to format it, it says that the setup program can't gain access to space you have selected!

Any thoughts on how to remedy this problem?

created a full extended Partition and then setup your Partitions.

Windows XP install should directly boot off your USB-drive
