can’t get past password at setup screen

I’m trying to get this computer to recognize the startup floppy disk, but it won’t do it. It starts to boot up and then says something like “no operating system found”. I know this because I’m trying to load windows 98. I tried going to the setupscreen to make it boot off the floppy drive before the hard drive, but it’s password protected and I don’t know the password. Any clues would really help.
