cant load windows 98

i wonder if anyone can tell me why i cant get windows 98 to load? after the first start up when windows opens the pc locks. i have re-formatted the drive and went thru the set up procedure, but as soon as windows opens the loading bar at the bottom of the screen runs for about 10 secs and stops. the machine is p2 200mhz 4.2gb 64 ram,award
bios v4.51pg.
could this be bios? would be grateful for any help
