Can’t open USER ACCOUNTS in control panel

In the User Accounts window of XP Pro I click on User Accounts, Change Picture, or Change an account. Nothing happens. No error msg.

Also cannot install or del programs in ADD REMOVE PROGRAMS.
I re-installed XP twice, Ran Spybot and AntiVir on my C: drive. No help.

When trying to install a downloaded program it says; Unable to execute in Temp. directory. Access denied.

I tried re-installing Windows installer again. says in the Windows Script Host window; Permission denied and Microsoft VBScript runtime error.

On boot I see the Windows logon with Administrator there, and hit ENTER (I don’t use a password), and I get to the Desktop.
