Can’t run setup.exe on NT4 Workstation

I have an NT4 Workstation that will not run any setup.exe file under any login (including Admin). When I double click a setup.exe file, the pointer flashes to an hourglass then back to pointer but nothing happens. There was a previous post on Feb 6,2001 on this subject and said an employee had modified the nt.config and changed files to 0. I cannot seem to locate this file. Has anyone seen this before?
