I have an large subnet of 10.89.160/21
    Allowing ip range of 10.89.160.1 – 10.89.167.254
    Gateway of 10.89.160.1
    I Can ping from e.g 10.89.162.34 to 10.89.162.60
But can’t ping from 10.89.165.30 to 10.89.163.5 again gateway of 10.89.160.1

Subnet mask is likely set incorrectly.

Are the IPs static, or distributed via DHCP?

It sounds to me like the devices are configured with the wrong subnet mask – likely configured as a /24 rather than your desired /21.

If you review the configuration on one of your devices (using the network configuration GUI or ipconfig / ifconfig depending on OS), you can confirm this suspicion.

Also check to ensure your DHCP server is handing out the correct subnet mask.
