Can't send email in Outlook Express 6

I continue to have problems with Outlook Express.
I create a new message and then after typing in the message contents I click send and receive an error message "The message could not be sent because one of the recipients was rejected by the server. The rejected e-mail address was 'jlouie@quickverse.org'. Subject 'Re: Freight to ????? for upgrade from QV 6 to 8', Account: 'Global', Server: 'smtp.aglobal.com.au', Protocol: SMTP, Server Response: '550 5.7.1 <jlouie@quickverse.org>... Relaying denied. Proper authentication required.', Port: 25, Secure(SSL): No, Server Error: 550, Error Number: 0x800CCC79"
Sometimes over the next 3-6 hours the messages will be sent if I stay connected to my ISP.
I create the same message in Opera or Eudora or Pegasus and the message is sent immediately so the problem is Outlook Express. I have tried to re-install OE6 according to the MSN knowledge base article but it doesn't work any better. In the days when IE could be repaired like Word still can be was great. Any solutions.

The key message in your error is where it says "Relaying Denied." This indicates that the outgoing mail server has rejected your message because you are not on the same network. if this is a home PC, check with your ISP to get the proper SMTP server. If you have verified that the server name is correct, then you will need to troubleshoot the problem with whomever has control of that server. They will need to make necessary adjustment to allow you relay mail through their server.

You are right. I emailed my ISP and they confirmed there were some problems which they were fixing.
