Can’t shut down windows.

i cant shut down my computer unless I press control+alt+delete. When I select the “shut down” selection from the start tab, and I choose any of them (shut down, restart, or standby) none of them work. The screen just flashes and then stays on. Theright button on my mouse does not work either.
