Cant shut down xp

I have an XP system running sp2, norton go-back and a few other programs. My issue is when selecting the shut down option to trun off the pc. It goes thru “saving my settings” etc as if it’s going to shut down. Then it just hangs until I manully have to shut it down by holding in the power button for 10 secs. When it re-starts it doesn’t go thru the scan disk as if it were shut down improperly, but proceeds to load normally. A simple issue that I can’t figure out. Please advise.
