Can't Use Outlook Express

I was using OE to download my Hotmail for Local storage in my PC. Then i had to give a few guys permissions to access the internet and thats when OE went Haywire and gives me the followin message

Your proxy requires you to authenticate. Contact your network administrator for assistance. Account: 'Hotmail', Server: 'http://services.msn.com/svcs/hotmail/httpmail.asp', Protocol: HTTPMail, Server Response: 'Proxy authentication required', Port: 0, Secure(SSL): No, Error Number: 0x800CCC37

PLEASE HELP any one. We use Proxy Server 2.0 ON Small business server to connect to the internet

problem.

This is what article Q247335 states as the solution

RESOLUTION
==========

To work around this issue, use one of the following methods:

1. Disable Access Control for Web Proxy.

2. Configure Internet Explorer and Outlook Express to notuse a Proxy server.
Instead, use the Winsock Proxy client.
