I've been looking for a job for the last couple months and haven't had good luck in Atlanta area. Either the # of open jobs is decreasing or there are over qualified candidates without jobs. Can you suggest any IT paths specifically that I would qualify for?

I enjoy working on the business and managing side, organizing and deconstructing processes for automation.

The jobs that I've been applying for are Business Analyst and Project Manager for lack of Business Process Engineer positions in IT
What else could I be applying for?

I'm open to company size, I prefer working with small-medium size

Couple of thoughts

I tend to think more about companies first, then the jobs/titles second. Personally I tend to look at the big companies first, since the benefits/pay tends to be good.

For Project Management or BA here in Atlanta, my thoughts would be:

Lockheed Martin
Coca-Cola Enterprises
Newell Rubbermaid
Southern Company

Equifax has tons of BA positions, typically.

CCE has around 100 manunfacturing plants with lots of process automation.

UPS Logistics has a Sr. BA opening:

If you're looking at process automation, then I would start digging into which are some of the best smaller manufacturing companies in the area.

Ciba Vision is based in Duluth and does lots of process engineering/automation stuff.
