Career Planning

I am a serving Naval Officer with more than 23 years of service.I am seeking premature retirement w.e.f 31 July 2006.
My educational qualifications are BSc Engg (Mechanical) and MTech (Computer Science & Engineering).I am pursuing MBA from IGNOU, New Delhi.As part of resettlement package I likely to undergo 6 months Management Development Programme commencing from 03 January 2006 from a Premier Indian Business School.I am at present undergoing computer courses in Oracle 9i & Visual basic 6.0 from APTECH and have finished SQL and VB modules.I am about to commence DBA I&II modules and finally will complete Performance Tuning modules by July 2006.
In my 23 years of service as a marine engineer I have also associated with Information Technology,though not on a continuous basis.At present I am coordinating a software developmemt through trade for my organisation.
My competencies are in the areas of Engineering, Project Management, HR & Admin, Quality Assurance, Maintenance,Technical Documentation/Writing and Information Technology.My strengths are effective communication skills, sound decision making ability ,hard work, innovative and creative thinking and my integrity.I do not enjoy tasks which are not challenging, are repetitive,and do not stimulate thinking.I do not enjoy doing computer programming.
I have following choices to make from :
a) Second Career as
Information Technology Project Management
Software Development Project Functional
Project Management Professional (in any
field i.e not necessary in IT)
(b) Prepare for
Oracle Certified Professional
Project Management Professional
I am also into film script writing and would like to take it up as a full time career.
I need your guidance and advice regarding my second career options and also which certification exam I must attempt.

With 23-year experience, I doubt you would have the stamina required to fill any hands-on technical position. Despite of your short IT experience, you seem to have a good profile to offer project management services. If you are interested in getting certified, I suggest you try the PMI PMP certification. This shall provide you with the knowledge and skills required to manage IT and non-IT projects alike.
I am not sure about your managerial and leadership skills, but if I were you, I would start fishing for managerial level at the department level.
