CC emails out of Outlook or OE5?

I am looking for a setting or software in either Outlook express or Outlook that will send me a copy of any emails being sent out without the user knowing. The user is deleting emails and sending out emails and I want to be able to track them. I know there is a software package that I can install that will recover deleted emails in Outlook express 5 but I am looking for an alternate. (shareware would be great!) PLEASE HELP! Thanks
