Can you tell me the best way to purchase correct cd s for cd writers. Example there cd r and cd rw with different speeds. will a cd rated at 32 x work on cd riter 4x.. What is the basic rule of law when purchasing cd r and cd rw disks

Look at the manufacturer specifications of your drive as to whether the cd-r/cd-rw will accept the newer cds with the larger storage and greater speed requirements. The older drives will not even mention the 700MB faster cds as being available. If you don't have manufacturers specs, purchase one and test, then purchase many.

A cd rated at 32x will work fine in a 4x drive. The cds are "lower" compatible -- just rated capable of up to 32x speed. Size may be another matter.

Once you narrow down the specifications of your CD drive and compatable CDs, try a small package of a few different brands.

Once you determine which blanks work best, you should buy a large quanity of them.

Some of the older 2X and 4X drives cannot handle the new 700MB disks at all.
Others can handle them, but will still only record 650MB on them.
Some need a firmware upgrade or new recording software to handle the full 700MB capacity.

And, yes 32X CDs will burn properly on a 4x drive.
