CD-ROM disappeared

In my office I have computer Monorail, RAM 64 Mb, HDD 6Gb with installed Windows 98SE, IE 6.0 and all the latest Windows updates. Computer is on the Novell 4.11 network with Novell client 3.31.
I discovered that in device manager CD-ROM disappeared. Also Primary and Secondary IDE controllers are marked yellow sircle with exclamation mark. If I restart in safe mode I can see CD-ROM in device manager, both controllers are also look good. I have read article Q151911 in Microsoft KB, and didn’t find the NOIDE value in the registry. Who can help?
