cd rom not high sierra

what is wrong when during installation of a software the cd drive refuses to be accessed but finally comes out with the error message "cd rom not high sierra or iso-9660 format reading drive d"

This usually means that the installed filesystems cannot identify the filesystem on the disk. For Example, in the Windows World, CDFS.VXD or CDFS.sys cannot read sector 16 on the disc to determine if the filesystem is in fact ISO. Simular results on alternate OS's can be expected as well.
Having said all that, sometimes a CDROM driver causes this problem, as it attempts to send a command to the drive to read the table of contents for a disc, and does so incorrectly. Perhaps also the disc ismulti-session, and is in a drive that is not multi-read compatible.
