What kinda of CD rom do you have or burner? make and model will help. Do you have 2 divices on IDE 2nd channel? what is the master which is the slave? I need a little more information to answer this question, also what type of system do you have?
Try a different disc of the same media type; for example, if you are having problems with a specific DVD, try a different DVD.
Ensure that the media is free of dust, smudges, or fingerprints, and has not been excessively scratched on either the upper or lower surfaces.
If the drive is recognized by the system in the System Setup (BIOS), try updating your ASPI layer within Windows to the most recent version available, which can be found at the following link:
ASPI layer version 4.60 (1021) If that does not help or does not apply to your case, download and install the latest version of Microsoft DirectX.

Without details on the cd-rom and the system itself we are shooting blind.
Having said that, is the cd-rom an 'el cheapo' cd-rom. One problem I have encountered with some cd-roms is that they will not play cd's which have particular coloured playing sides. Most original cd's are recorded on silver with cd-rs being mostly gold or blue. I have seen cds that wont read the blue or wont read the gold, yet ok with the other colours. Try an original that has a blue or gold play side colour and see if that is refused, or try a cd-r with a silver play side colour.
It may even be a new cd-rom developed by RIAA that will only play genuine disc to stop all that pirating of RIAA music. :-)

I have run into this problem more than once. It just seems that some CD-Roms will not read anything but originals. In every case I replaced the CD-Rom and the problem was fixed. I beleive the problem to be a defective CD-Rom.
