Centering Div tags and making page mobile responsive

Enclosed is code from a page. I want to do the following
1. Be able to center the header statement and the purple background with statement 2. The golf lock should be to the side 3. make the page mobile responsive.
What I am finding is that when I look at the page on a larger screen monitor, the contents move(shift) to the left side however they look more centered on a smaller screen. How do you format layers so they will display as desired in the design view
