Certificate Authority Server

I am currently trying to set up a Certificate Authority Server, and I’m a little confused.
First let me start off saying that there is a huge lack of information about this subject on the Internet so if anyone finds good stuff let me know.
So, I set up a NT4 server w/SP6, Option pack IIS and add Certificate Server. I can get the certificates to load and install, yet I get the following message.

“This CA Root certificate is not trusted because it is not in the Trusted Root Certification Authorities store.”

It also tells me.

“This CA Root certificate is not trusted. To enable trust, install this certificate in the Trusted Root Certification Authorities store.”

Remember I am CA Ignorant and still trying to understand the whole deal.

What I am really trying to do is set up authenticiation for a VPN.
