Certificate Enrollment:Event ID 1012

I am having a problem performing any tasks on Windows 2000 servers. In the event viewer I am receiving
Event ID: 1012 Source: Winlogon
Description:
“The automatic certificate enrollment subsystem could not access local resources needed for enrollment. Enrollment will not be performed. (0x80070005) Access is denied.”

What is causing this problem and how do I remedy it?
