CF-28 and windows 98

I recently installed Windows 98 on my CF-28 (cf-28s3qgbdm) and can’t seem to get it to open in full screen. it only uses 1/2 of the screen in the center. i installed the drivers from panasonic but nothing changed. any ideas?
