Change Duplex Setting on NIC

I have an very perplexing as well as interesting problem. My organization is running Windows XP SP2 on all laptops and desktops. We have removed virtually everyone from the local admin group. We have a number of techs that need to be able to change the duplex settings on the NICs, but cannot do so as they are only power users and/or network operators. Is there any way to allow this without making them administrators. Yes, I know in a perfect world, we could trust them to not install things or open unknown attachments or not to mess around with other things, but that is not the case.

Any suggestions and/ot help would be appreciated.
