Change Language of Windows 2003 Server

As far as I know, it should be possible to change the displayed menu Language in windows 2003 Server. Where can I change that Language Setting and do I need a separate Tool which I need to download in order to be able to change those settings?

I've already tried that before, but I don't get a "German" Windows that way, it is still the default English.

What I want to be able to do is to have the correct windows version displayed depending on who has logged on via Terminal Services. If someone who speaks mainly German logs on, His Terminal Session should be in German. If it is Someone Speaking English, then the Session should be in English.

I can't, I don't have it, but i'll try to get hold of it from somewhere,
I thought this was already builtin and not optional or a separate produkt. That's what's nice about linux, there you get the GUI in all languages for free!
