Change Time Format for all Users

I am a US Marine working in Okinawa, Japan. My users like to see the time on their computers in military format, but each user has to change this. Is there a way to set this format as default for all users? Maybe in the Registry?

Change the "Time" format in Regional Settings in the control panel.

I'm using Win95, and this answer applies to that. May apply to 98 and 2K also; I don't know.

/Settings
/Control Panel
/Regional Settings
/Time (tab)
/Set the Time style to "H:mm:ss" and your time style is set to military time (with seconds).
