Changes lost after reboot windows 98

i’m sure it’s simple, but my pc’s changes (ie: screen saver settings, video res changes, etc.) are accepted initially, but then are reverted to previous state after rebooting. I am running windows 98. I have never initiated a system policy (to my knowledge, anyway.) Any suggestions? Thanks in advance.
