Changing Date/Time in a Windows 2003 Domain

I gave the right to change the date/time of workstations in my domain to non-administrator users, using Start -> Administrative Tools -> Domain Security Policy -> Security Settings -> Local Policies -> User Right Assignment -> Change the System Time (by adding users as well as groups). But, from the work stations I am not able to change the date/time, unless the user is an administrator.
Then I did the same in the Domain Controller Security Policy as well, but in vain.

Please suggest some solutions.
