Changing Password

We have never had a problem until we seperated our network. It was originally a bridged network on the same subnet. Now it is a routed network on different subnets. Each subnet has a Domain controller and Active Directory replicating throughout but win95 and win98 machines can't change their passwords. All win95/98 winNT4 pc's are affected.

On each of the subnets are the computers set up for a different domain or is one domain controller a back up for the other? Do the domain controllers have any problems communicating with each other? Where are they not able to change there passwords at? Do you have the option locked out in the your group policies on the controllers? You do have the ability to lock the users password so they do not have the ability to change it. Other then the password are there any other problems?
