Changing Start Menu Icons

Hiya, we're running ~100 Win2K computers in remote locations on a VPN, tightly locked with Active Desktop. We've used the same image to set up these computers with virtually identical settings. I am trying to do something relatively simple: change the name of a single icon in the start menu without changing it's position.

It should be easy, but it seems that changing the name of the link shifts it to the bottom of the start menu, where I do NOT want it to be. How to change it without moving them? Or how to move a changed icon back to the top without removing the user restrictions and making the change on each machine individually?

I have plenty of ways of making the change with a script, so if anyone has any ideas how this could be done, please let me know. Cheers!
